ON THE EDGE OF THE EXISTENCE

On the territory of City Municipality of Palilula live large number of people who need some kind of social protection and assistance. Almost every 14th resident of Palilula is older then 70. According to official statistic 5061 person belongs to this category. Number of users of services of some type of social protection is 2245 while number of children with a particular type of disability 23. Just this categories of residents visits management of Municipality and Mobile team of the project of the City Municipality of Palilula - “Strengthening of Municipal capacity to improve the quality of life for socially vulnerable groups” realized within program Exchange 3.

Sladjana Dimitrijevic is single mother, who after divorce 1995th lives with two children in inconspicuous space, rather in the shed, in the Street Bubanjski heroji 36a. Daughter Miljana is a student of fifth grade and son Milos looking for job to help his mother. They live from welfare from 2000 RSD and alimentation from 1000 RSD per month. Mother Sladjana recently had and serious operation of cancer. Through our project we find out for this family – says visibly excited  Milos Stojkovic, member of the Council of the Palilula Municipality.  In this moment we provided one – time assistance in the form of package with basic food and household chemical. However, this family has a big problem with paying utility bills. Members of mobile team conducted an interview about possibilities of further social assistance to the family Dimitrijevic.

Problems that we meet everyday with realization of the project – highlights Professor Dr Igor Novakovic, President of the City Municipality of Palilula are: how to assist to family and to individual to achieve the minimum social security through free legal assistance; how to create conditions for independent life of disabled through support in the house, to improve information about possibilities of employment, creation of favorable climate for work of disabled, assistance to old persons who can not take care of itself. It is expressed and our support to the families in the risk groups as Roma population, refugees and displaced persons, which is numerous on the territory of our municipality, says President Novakovic.

Program EXCHANGE 3, financed by European Union, managed by Delegation of European Union in Serbia, implemented by Standing Conference of Towns and Municipalities, represent extension of actions and measures has been started within program EXCHANGE 1 and EXCHANGE 2 and it is aimed at introducing EU model in functioning and improving capacity and efficiency of local self government in Serbia.

On the territory of Palilula Municipality are registered and 1125 socially – vulnerable persons with difficulties. These are people who can not take care of itself, immobile persons, infirm and dependent of others people help. In cooperation with Center of Social Work, which is partner on the project, it is perceiving possibilities of assistance and support to each individual. City of Nis is by far the poorest of “four big cities” in Serbia , and Palilula Municipality, is among the ten the poorest Municipalities in state according to the data of Republic Institute of Statistics.
